PULSAR

Europe and Central Asia

Focus Areas

The Public Sector Accounting and Reporting Program (PULSAR) Program is a regional and country-level program targeting the Western Balkans and the EU Eastern Partnership countries to support the development of public sector accounting and financial reporting frameworks in line with international standards and good practice. The PULSAR Partners - Austria, Switzerland, and the World Bank - jointly established the objectives and scope of the PULSAR Program. They provide institutional support for its implementation and mobilize the resources needed for its activities. Beneficiary countries also have an opportunity to shape the Program through regional cooperation platforms and input to Communities of Practice.

STAREP

The Strengthening Auditing and Reporting in Countries of the Eastern Partnership (STAREP) is a regional program aimed at creating a transparent policy environment and effective institutional framework for corporate reporting within the countries that make up the EU's Eastern Partnership: Armenia, Azerbaijan, Belarus, Georgia, Moldova and Ukraine. The six countries have made significant progress in modernizing their systems of corporate financial reporting but face several outstanding common challenges, especially as regards institutional capacity. STAREP is designed to assist them in adopting and implementing international standards and fostering the alignment of their financial reporting frameworks with international best practices and EU standards.

REPARIS for SMEs

Road to Europe Program of Accounting Reform and Institutional Strengthening for Small and Medium Enterprises – REPARIS for SMEs – aims to support: (i) further improvement of access of SMEs in the Western Balkans to professional accounting and financial management services, and (ii) alignment of Western Balkans corporate financial reporting frameworks with relevant EU directives and regulations.

The Serbia Technical Assistance for Reform of Corporate Financial Reporting (STAR-CFR) project aims to further develop Serbia’s institutional framework and improve capacity for preparing, teaching, regulating, auditing, understanding, and using reliable financial reporting. The project is implemented by the Serbian government and the World Bank Centre for Financial Reporting Reform (CFRR), generously funded by the Swiss State Secretariat for Economic Affairs (SECO).

KAREP

The Kyrgyz Audit and Reporting Enhancement Project (KAREP) is a 3-year technical assistance project targeted towards enhancing the investment climate in the Kyrgyz Republic through increased availability of transparent and reliable financial information. The Project is aimed at building a sound institutional framework for corporate financial reporting and auditing, compliant with the relevant international standards and good international practices, and building capacity for teaching, applying, monitoring and using sound financial information. KAREP is implemented during 2017-2020 in cooperation with the State Service for Regulation and Supervision of Financial Markets of Kyrgyz Republic (SSRSFM) and with generous financial support from the Swiss State Secretariat for Economic Affairs (SECO).

A&A ROSC

As part of the Accounting and Auditing Reports on the Observance of Standards and Codes (A&A ROSC) initiative, the World Bank has established a program to assist its member countries in implementing international accounting and auditing standards for strengthening the financial reporting regime.
