Toolkit: Public Sector Accounting Education Plan
The purpose of this toolkit is to assist countries integrate public sector accounting (PSA) into educational curricula by developing a pathway for the development of PSA professionals that is achievable and appropriate for the needs of individual countries. The toolkit is based on International Education Standards (IES) issued by the International Accounting Education Standards Board (IAESB) which serve as an international benchmark of good practice.
PULSAR Joint Education and Financial Reporting Communities of Practice 6th Workshop
The Public Sector Accounting and Reporting (PULSAR) Program held a joint workshop on December 1, 2022, for members of its Communities of Practice: on Financial Reporting (FinCoP) and Education (EduCoP). The EduCop was also joined by the members of The Strengthening Auditing and Reporting in Countries of the Eastern Partnership (STAREP) Program. The workshop was organized by the World Bank Centre for Financial Reporting Reform (CFRR) as part of events marking 15 years of CFRR activities.
Accountancy Education in the Public Sector: (i) Updates on IFAC initiatives and tools; and (ii) Presentation of Survey results on PULSAR EduCoP, progress update and 2021 workplan
Supporting the development of accountants & finance professionals in its beneficiary countries is one of the main objectives of PULSAR Education Community of Practice (EduCoP). Between October 2019 and early 2020, an IPSAS Training of Trainers (ToT) Program for the core group of trainers from PULSAR participating countries was completed and formed the basis for further scaling up IPSAS training in beneficiary countries.
4th PSA EduCoP Workshop
The 4th PULSAR Education Community of Practice (EduCoP) convened on April 8-9, 2019 Ljubljana, Slovenia. The event was hosted by the Center of Excellence in Finance (CEF) and reconvened representatives of Ministries of Finance, universities, and Professional Accountancy Organizations (PAOs) of participating countries throughout the ECA region to further explore the development of quality Public Sector Accounting (PSA) education.
3rd PSA EduCoP Workshop
The 3rd Public-Sector Accounting and Reporting (PULSAR) Education Community of Practice (EduCoP) took place in Vienna from November 28-29, 2018 with the aim to improve training, education, and continuous professional development aligned with international standards and good practice in public sector accounting and reporting.

The PSA EduCoP Virtual Event reconvened representatives of Ministries of Finance, universities and Professional Accountancy Organizations (PAOs) to introduce participants to the Accountability.
PULSAR Joint FinCoP and EduCoP Workshop
From April 23-25, 2018, the second workshops of FinCoP and EduCoP were held in Vienna, bringing together more than 100 participants and speakers from 17 countries. Senior officials from MOF and Court of Audit of Austria joined the events, and leading international experts contributed to the sessions including representatives from IPSASB, CIPFA, Eurostat EPSAS Working Group, and IMF.
PULSAR Education Community of Practice: Inaugural Workshop
The PULSAR program is an initiative to increase transparency, accountability, and better management of public resources through the enhancement of public sector accounting (PSA) and financial reporting frameworks. PULSAR is financed by the Governments of Austria and Switzerland and is implemented by the World Bank. Participating countries include Albania, Armenia, Azerbaijan, Belarus, Bosnia and Herzegovina, Croatia, Georgia, Kosovo, FYR Macedonia, Moldova, Montenegro, Serbia, and Ukraine.
