The first joint FINCOP and EDUCOP workshop under the PULSAR 2 program was held in Vienna on November 11-13, 2025. The event brought together more than 80 public sector financial reporting officials, academia, and PAOs from 17 countries. The consolidation agenda for subnational governments (SNG) and State-Owned Enterprises (SOEs), drawing experience from the WBG global experience and from the UK, Austria, Switzerland, Korea, Italy, Greece, Estonia, Canada, Colombia, and 12 PULSAR beneficiary countries was advanced. Engaging discussions also came from IPSASB, CIGAR Network, Eurostat, CIPFA, ACCA, KFIS, ZHIW, and other partners. Participants shared practical solutions, policy innovations, and insights on technology trends that are shaping public financial and sustainability reporting.

The workshop focused on three main goals: exploring practical solutions to consolidate SNG and SOE financial information into whole‑of‑government reporting; discussing the latest IPSAS developments, including sustainability reporting; and sharing good international practices and exchanging experiences in public sector accounting and sustainability reporting.
